材料二:在解决内涝方面,不少国家积累了丰富的经验。日本的雨水调蓄设施主要由湿地、跑步道、草坪广场和游戏广场等雨水可渗入的设施组成。在枯水期,可以供人们娱乐休闲。在丰水期,游戏广场、草坪广场作为雨水调蓄渗透塘进行蓄水,暴雨过后储蓄的雨水下渗,在削减洪峰流量的同时补充地下水源。德国推广的“洼地——渗渠系统”,是包括各个就地设置的洼地、渗渠等组成的设施。这些设施与带有孔洞的排水管道连接,形成一个分散的雨水处理系统。通过雨水在低洼草地中短期储存和在渗渠中的长期储存,保证尽可能多的雨水得以下渗,不仅大大减少了雨洪暴雨径流,同时由于及时补充了地下水,可以防止地面沉降,从而使城市水文生态系统形成良性循环。
