材料  王安石主张以开源为主、节流为辅,强调通过发展经济来满足需求,并不主张一味减少开支或者要求人们节欲。正是这一观点使王安石远远超出了同时代的人,也使他蒙受了许多不白之冤。

以司马光为代表的守旧派对经济一窍不通,却自以为是,不肯接受王安石的理财之道。司马光对王安石“善理财者,民不加赋而国用饶”的观点根本弄不明白,他以为“天地所生,货财百物,止有此数,不在民间,则在公家”,这完全是一种自然经济的观点,一是认为财物完全是天地所生,忽视了人的劳动能够创造新的财富;二是认为财物是一个常数,不会增加,不懂得世间还有扩大再生产。因此,他认为所谓理财就是聚敛,就是搜刮民财。

王安石则主张“天下财富依天下之力而生”,是可以不断增加、不断发展的,并不是一个固定不变的常数。理财就是发展经济,增加社会财富。为了强调开源、强调发展生产,王安石对盲目的节用表示反对,正是这一点使人们对他产生了误解。

司马光之辈既然不懂还有开源一说,为了解决财政困难,就只有节俭一法了。节俭当然是美德,也是解决财政困难的办法之一,然而如果只会节俭,一味强调节俭,就势必会减少必不可少的开支,虽然能解一时之急,却会造成更大的隐患。而且,过于抑制需求对发展生产也是不利的,现代经济已经完全证明了这一点。宋朝的前几位皇帝除真宗外,都是比较节俭的,然而单纯讲节俭却不是解决财政困难的根本途径,而且只有皇帝节俭,大臣、贵族都奢费无度,也是毫无意义的,仁宗朝的事实就已经证明了这一点。
