2003年，全国普遍呈现经济增速加快的势头，作为沿海经济发达地区的华东表现得更加明显。从上半年的GDP增速看，浙江实现GDP4120.0亿元，比上年同期增长12.7%，第二季度增幅比第一季度回落0.6个百分点。除山东经济继续快于一季度外，其他地区增速比一季度有所回落，但华东各省市仍不同程度地比去年同期增速加快。

1—8月，社会消费品零售总额增幅江苏、山东较高，分别达到13.1%和13.7%，其余省市基本在10%左右。投资增速普遍较高，浙江近年来45.5%的国有及其他单位固定资产投资较高增速在华东也不算高，苏、鲁、皖、赣四省增幅超过60%，山东达到70.7%，最低的上海也达到23.7%。出口增速上海最高，达52.2%，苏、浙、赣超过40%，其余省份均超过20%。

此外，电力短缺成为普遍现象，浙江、上海、江苏更为突出。还有应收账款和产品库存两项资金占用部分地区存在过快增长的情况，其中浙江的情况最为严重。
